The human resources and Social Security Bureau of Jinkouhe District of Leshan City is the working department of the people's Government of Jinkouhe District of Leshan City.
Main responsibilities
(1) Implement the relevant laws, regulations, rules and policies of the party and the state on human resources and social security work, draft local measures for the implementation of human resources and social security undertakings, formulate policies and plans for the development of human resources and social security undertakings in the whole region, and organize the implementation of supervision and inspection.
(2) Formulate and organize the implementation of human resource market development plan and human resource flow policy, establish a unified and standardized human resource market in the whole region, and promote the rational flow and effective allocation of human resources.
(3) Responsible for promoting employment. It is necessary to formulate overall planning and policies for urban and rural employment development, improve public employment service system, formulate and organize the implementation of entrepreneurship and employment assistance system, improve vocational qualification system, establish overall vocational training system for urban and rural workers, take the lead in formulating employment policies for college graduates, and work with relevant departments to formulate training and incentive policies for skilled talents and rural practical talents.
(4) We should establish a social security system covering both urban and rural areas. To formulate and organize the implementation of the regional urban and rural social insurance and its supplementary insurance policy standards, and gradually improve the level of fund co-ordination; to implement the national unified social insurance relationship transfer method. To work out measures for the management and supervision of social insurance and its supplementary insurance funds together with relevant departments, and to work out the draft of budget and final accounts of social insurance funds in the whole region.
(5) To be responsible for the prediction, early warning and information guidance of employment and social insurance funds, to formulate response plans, to implement prevention, regulation and control, and to maintain the overall balance of income and expenditure of employment and social insurance funds.
(6) We will work together with relevant departments to formulate policies on the distribution of wages and income of staff in government organs and institutions and policies on the regulation and control of the distribution of wages and income of staff in enterprises, establish a mechanism for ensuring the normal growth and payment of wages of staff in government organs, enterprises and institutions, and formulate welfare and retirement policies for staff in government organs, enterprises and institutions.
(7) Work with relevant departments to guide the personnel system reform of public institutions, draw up the overall plan for the reform of the personnel system of public institutions in the whole region, and organize the implementation of the management policies for management personnel (staff), professional and technical personnel, and office workers; do a good job in personnel management, draw up the implementation opinions on the management of professional and technical personnel and continuing education policies, and take the lead in promoting the reform of personnel system in public institutions We should strengthen the reform of the professional title system.
(8) To work out resettlement policies and plans for demobilized military cadres in conjunction with relevant departments, to be responsible for the education and training of demobilized military cadres, to organize the formulation of policies for solving difficulties and stabilizing demobilized military cadres in departments and enterprises, and to be responsible for the management and service of demobilized military cadres who choose jobs independently.
(9) It is responsible for the implementation of the policies on the recruitment, assessment, training, reward, punishment, appeal and accusation of civil servants; it is also responsible for the formulation of relevant personnel deployment policies and special personnel placement policies, and the implementation of the national honor system and government reward system with relevant departments.
(10) Work together with relevant departments to formulate comprehensive policies and plans for labor development and migrant workers' work, promote the implementation of relevant policies, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.
(11) Organize and implement the labor dispute mediation and arbitration system and labor relations policy, improve the labor relations coordination mechanism, implement the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers, organize and implement labor supervision, coordinate the protection of workers' rights, and investigate and deal with major cases according to law.
(12) To undertake the relevant administrative examination and approval matters announced by the district government.
(13) To undertake other tasks assigned by the district Party committee and the district government.
Internal organization
(1) Office
To be responsible for the organization's comprehensive management, secretarial work, publicity, information survey, comprehensive management, emergency response, archives, meeting reception, target management, security, supervision and handling of major petition events, handling of proposals and suggestions, as well as the construction of Party style and clean government, Party construction and mass organizations.
(2) Human resources unit
To be responsible for the management of civil servants and public institutions, personnel deployment, examination (employment), personnel examination and training, professional titles, management services of enterprise transferred cadres and self selected transferred cadres, as well as the salary and welfare benefits of in-service and retired personnel in organs and public institutions and the work of personnel petition and stability maintenance.
(3) Social security unit
To be responsible for the administrative examination and approval of labor security, the supervision of social insurance funds according to law, the management of enterprise retirees and the maintenance of social security stability.
(4) Policy and regulation unit
To be responsible for the comprehensive study of policies and regulations, the supervision of administrative law enforcement, administrative reconsideration, administrative litigation, administrative mediation and the examination and filing of relevant normative documents.
