Hubei Province Rural Credit Union is responsible for the management, guidance, coordination and service functions of the province's rural credit cooperatives. By the end of 2019, there are 77 operating legal entities, 2142 business outlets and 33500 employees in the province's rural commercial bank system, which is the local financial institution with the largest asset scale, the largest business outlets and the widest service range in Hubei Province.

By the end of 2013, there were 77 operating legal entities (including 43 rural commercial banks, 6 rural cooperative banks and 28 county-level cooperatives), 2128 business outlets and more than 28300 on-the-job personnel in the rural credit cooperatives system of Hubei Province. It is the local financial institution with the largest asset scale, the largest business outlets and the widest service scope in Hubei Province.

On January 25, 2016, it was learned from the financial office of the provincial government that all the 77 legal person associations of cities and counties in the province have been restructured into rural commercial banks, taking the lead in realizing the full coverage of rural banks in the country, creating the "Hubei model" of rural credit cooperatives reform, and obtaining the approval of national leaders.

Since its establishment, the Provincial Rural Credit Union has adhered to the market orientation of "based on the community, facing agriculture, rural areas and farmers, facing small and medium-sized enterprises, and facing county economy" to serve the society, comprehensively promoted various reforms, focused on standardizing internal management, continuously improved service level, and spared no effort to speed up business development. By the end of 2013, the balance of various deposits and loans of rural credit cooperatives in the province was 437.4 billion yuan and 255.4 billion yuan, respectively. The total amount of RMB deposits and loans ranked first in the province's banking financial institutions. More than 90% of the county-level legal entities have the largest share in the loan market. County level loans account for 32% of the province's banking industry, 71% of farmers' loans, and 28% of small and micro enterprises' loans. They are the mainstream banks of county economy, the main banks of supporting agriculture services, and the partner banks of small and micro enterprises.

Hubei Rural Credit Union (hereinafter referred to as the Provincial Rural Credit Union) was established on July 28, 2005, to undertake the management, guidance, coordination and service functions of the province's rural commercial banks. By the end of 2019, there are 77 operating legal entities, 2142 business outlets and 33500 employees in the province's rural commercial bank system, which is the banking financial institution with the largest number of business outlets, the widest service scope and the largest deposit and loan scale in Hubei Province.

In recent years, the province's rural commercial banks adhere to the service "three rural" market positioning, comprehensively promote the reform of property rights, speed up business development, and increase efforts to support agriculture and small businesses, making a positive contribution to the province's rural economic development. By the end of 2019, the balance of various deposits of agricultural and commercial banks in the province is 930.4 billion yuan. The balance of various loans is 610.2 billion yuan. More than 90% of the county-level legal entities occupy the first share in the loan market. They have granted more than two-thirds of the loans to farmers and more than one-third of the loans to small and micro enterprises from banking institutions in the province. They are the main bank of supporting agriculture and partner banks of small and micro enterprises in the province.

The province's rural commercial banks actively fulfill their social responsibilities, wholeheartedly serve "agriculture, rural areas and farmers", and support local economic development, which has won praise from various sessions. The Provincial Association has been awarded the "National May 1st Labor Award" by the all China Federation of trade unions; the Party committee of the Provincial Association has been awarded the "advanced unit of Party construction" by the provincial Party Committee for three consecutive sessions, and the honorary title of "provincial civilized unit" for two consecutive sessions; and the "outstanding contribution award for supporting Hubei's economic development" by the provincial government for successive years.

In 2018, the provincial associated press was evaluated as "outstanding support unit for poverty alleviation work" by the provincial Party committee and the provincial government, and the designated poverty alleviation work of the provincial Associated Press in villages was evaluated as "excellent grade" by the provincial poverty alleviation leading group. Li Yahua, Secretary of the Party committee and chairman of the provincial Associated Press, was awarded the "innovation award of 2018 national poverty alleviation Award", which is the only award of the national rural cooperative medical system. In the past three years, the performance evaluation of the Provincial Association has always been in the forefront of the country. They are ranked first twice and third once.

In August 2003, in order to clarify the property rights of rural credit cooperatives and enhance the function of supporting agriculture, the State Council launched the pilot work of deepening the reform of rural credit cooperatives. Jilin, Chongqing and other eight provinces (cities) were selected as the first batch to carry out pilot projects. In August 2004, the State Council included Hubei Province in the second batch of reform pilot provinces. At the end of 2008, the province completed the unified legal person reform of county-level rural credit cooperatives. In 2009, in order to further deepen the reform of rural credit cooperatives, the CBRC promoted the county rural credit cooperatives to reform into rural commercial banks in accordance with the direction of joint-stock reform. In May 2009, Hubei started the reform work in an all-round way.

Rural credit cooperatives across the province seize the opportunity to accelerate the pace of property rights reform by speeding up business development, improving profitability and raising shares at a premium. The 77 city and county legal person associations in the whole province have all been restructured into rural banks, of which 73 have opened rural commercial banks, and 4 have been approved to build rural commercial banks. This round of reform has further clarified the property right relationship of rural credit cooperatives, comprehensively established the joint-stock property right system, reshaped the corporate governance, and enhanced the function of supporting agriculture.

Up to now, the total amount of deposits and RMB loans of rural credit cooperatives in the province ranks first in the province's banking institutions; 73% of more than 2100 business outlets are at county level or below, and 80% of 30000 employees are at grass-roots business outlets; loans for farmers account for more than 70% of the province's banking institutions, loans for small and micro enterprises account for more than 30%, and more than 90% of the county-level rural commercial banks' loan market share is in the local banking institutions Ranked first in China.
