Anhui Rural Credit Union
Anhui Rural Credit Union, also referred to as Anhui Rural Credit Union, is an organization that performs its duties under the supervision of the CBRC. The rural credit cooperatives in Anhui Province were founded in 1951. In November 2004, they successfully obtained the approval from China Banking Regulatory Commission (CBRC), completed the legal procedures such as industrial and commercial registration, obtained the financial license, and solemnly held the opening ceremony on December 18. Organization Profile
Anhui Rural Credit Cooperatives Association (hereinafter referred to as the Provincial Association) was established on December 18, 2004. It is a local financial institution with independent legal person status, and its registered capital is 50 million yuan, which is jointly funded by 83 county (city, district) level associations in Anhui Province. The main function of the provincial association is to manage, guide, coordinate and serve the provincial rural cooperative financial institutions (including rural commercial banks, rural cooperative banks and rural credit cooperatives) according to the authorization of the provincial government.
Anhui Rural Credit Union has 83 sub units with nearly 30000 employees, covering 17 cities and counties in Anhui Province. The Provincial Association has 8 internal organizations, 2 directly affiliated organizations and 14 offices. There are 83 legal person institutions in the whole system, including 5 rural commercial banks, 22 rural cooperative banks and 56 county-level cooperatives, which have 3048 branches and 29054 employees. The number of outlets and employees account for more than 40% of the banking financial institutions in the whole province.
Over the past five years, the rural cooperative financial institutions in the province have always been based on agriculture, facing the countryside, serving farmers and small and medium-sized enterprises, continuously deepening reform, strengthening internal control construction, standardizing operation and management, and gradually growing into local, community and retail banking institutions with the widest service range in the province. By the end of 2009, the deposit balance of rural cooperative financial institutions in the province had reached 206.95 billion yuan, 1.9 times higher than that at the end of 2004, and the loan balance had reached 144.93 billion yuan, 1.8 times higher than that at the end of 2004. The scale of deposits and loans are in the top two of the province's financial institutions.
Development overview
The rural credit cooperatives in Anhui Province were founded in 1951. For more than 50 years, the rural credit cooperatives of the whole province have always been based on agriculture, facing rural areas and serving farmers, and have made positive contributions to local economic development. By the end of December 2004, there were 1802 independent accounting legal entities in the rural credit cooperatives system of the whole province, including 83 independent accounting county-level cooperatives and more than 30000 employees. All kinds of income reached 3.808 billion yuan, an increase of 27.05% over the previous year; 1644 cooperatives had a surplus of 384 million yuan, an increase of 244 million yuan, 118 cooperatives had a loss, a decrease of 210 compared with the previous year, the loss area was 6.7%, the loss amount was 88.93 million yuan, a decrease of 93.49 million yuan compared with the previous year; the balance of non-performing loans at the end of the year was 14.89 billion yuan, accounting for 29%. The total amount of capital stock was 1.917 billion yuan, and the capital adequacy ratio was 1.66%, 4.72 percentage points higher than that of the previous year.
Over the years, the management system of rural credit cooperatives in our province has undergone several changes. After decoupling from the Agricultural Bank of China in 1996, it was managed by the people's Bank of China. In 2003, it was managed by the banking regulatory agency.
In August 2004, the State Council listed our province as one of the 21 pilot provinces to expand and deepen the reform of rural credit cooperatives. The main contents of the pilot reform are as follows: first, reform the property rights system of credit cooperatives with legal persons as the unit, clarify the property rights relationship, improve the corporate governance structure, distinguish various situations, and determine different forms of property rights; second, reform the management system of credit cooperatives, and put the credit social networking in the charge of local governments. According to the unified deployment of the State Council and the general requirements of "clarifying the property rights relationship, strengthening the restraint mechanism, enhancing the service function, appropriate state support, and local governments being responsible", the State Council has put forward the following measures, The rural credit cooperatives of the whole province will adhere to the purpose of serving "agriculture, rural areas and farmers", take improving rural financial services and increasing support for agriculture as the primary goal, reform the management system and property rights system, transform the operation mechanism, standardize operation and management, strengthen risk control, and improve asset quality, so as to truly become community local financial institutions serving "agriculture, rural areas and farmers".
According to the spirit of the notice of the State Council on printing and distributing the pilot scheme for deepening the reform of rural credit cooperatives (Guo Fa No. 15) and the general office of the State Council on opinions on further deepening the reform of rural credit cooperatives (Guo Ban Fa No. 66), combined with the actual situation of rural economy and rural credit cooperatives in our province, the provincial government formulated the pilot implementation scheme for deepening the reform of rural credit cooperatives, and determined the implementation plan for deepening the reform of rural credit cooperatives in our province The objectives of the pilot reform of credit cooperatives in the past three years are as follows: first, by the end of 2004, a management system should be established in which the provincial government manages according to law, the city and county governments assist in management, and the rural credit cooperatives operate independently. The second is to complete the organizational reform of three rural cooperative banks and 66 unified legal person county-level credit cooperatives. Third, expand the operation scale of rural credit cooperatives in the whole province, and the economic benefits have been significantly improved. By 2007, the balance of various deposits has increased from 59.71 billion yuan at the end of 2003 to 98.5 billion yuan, and the balance of various loans has increased from 42.42 billion yuan at the end of 2003 to 73 billion yuan. Fourth, the asset quality of rural credit cooperatives has improved significantly, and the operation strength has been growing. From 2005 to 2007, the proportion of non-performing loans was controlled at 25.2%, 21.7% and 18.5% respectively; the capital adequacy ratio was planned to be 2% at the end of 2004, and reached 4%, 6% and 8% respectively from 2005 to 2007.
