Xinying township is under the jurisdiction of Hezheng County, Linxia Prefecture, Gansu Province. It is located in the southwest of Hezheng County, 16 kilometers away from the county seat.

Located on both sides of the upper reaches of Xinying River, it is a low-lying mountainous area with an average altitude of 2350 meters. At the end of 2008, it covers an area of 58.878 square kilometers and has an agricultural population of 2974 households and 14071 people. It has jurisdiction over 9 administrative villages. It is the end of Hezheng tiegou highway. The scenic spots include tiegou scenic spot, tiegou summer resort, Sigou scenery and Lutan.

Xinying township was set up in 1955, merged into the buyerji commune in 1958, analyzed and established in 1961, and changed to township in 1983. In 1996, it covers an area of 103.6 square kilometers and has a population of 11000, of which the Hui nationality accounts for 80.7%. It governs seven administrative villages, namely Siying, Tanshi, Heyan, Xinying, gazhuang, Shancheng and yancaiping. At the end of 2004, Dagou and Sanping, two administrative villages in guantangou Township, were included in Xinying township.
