Xincheng town is located in the north of Hualien County, Taiwan Province, with Xiulin Township in the north and West, Pacific Ocean in the East and Hualien City in the south. It is the smallest town in the county. Jiashan base, Taiwan's most important air force base, is located at the junction of this township and Xiulin township.
The township is a plain terrain, flat terrain, there are three stack stream and xumeiji stream flow, climate is subtropical monsoon climate. In addition to agriculture and fishery, stone processing industry is also quite prosperous, and tourism industry has also developed vigorously in recent years. In the past, Xincheng was called "daluwan" by the Taroko people, while the Han people translated it as "duoluoman" or "daoluoman". During the reign of Jiaqing in the Qing Dynasty, Wu Quan, a native of Danshui hall, led his tenants to reclaim the land. The taruge people attacked the land many times, so they built a fortress and named it "Xincheng". Later, because of the invasion of the aborigines, they abandoned the city and moved to the south. In 1875, Luo Dachun, the land governor of Fujian Province, led his troops to dig the road from su'ao to Hualien, which was the first city to enter Hualien, so it was called "new town". In 1914, Zuo Matai, governor sakujima, led the Japanese army to fight against the Taroko people. After the incident, a new town branch of Hualien port hall was set up here. Later, in order to remember the deeds of governor sakujima, he changed the new town branch into "Yanhai branch" in 1920. In 1937, the Department of Hualien port was transformed into Yanhai village, which was under the jurisdiction of Hualien County. After the war, the old name of "new town" was restored, and new urban and rural areas of Hualien County were set up. Later, the mountainous areas were separated and Xiulin township was set up.
