Before 1980, the old city was the seat of Feicheng county. In 1928, it was the first district of Feicheng county. Chengguan commune was established in 1958. In 1980, Feicheng County moved out of the old city. The old town was set up in 1983 and the town was changed in 1985. In 2010, old towns were abolished and old city streets were set up.
Laocheng street is high in the north and low in the south. The mountainous area in the north is the economic forest base of dry and fresh fruits in Feicheng City. From Yuan Dynasty to Qing Dynasty, fangkuo society was located in the west of the old city, and Yixian society was located in the southwest.
In 1891, the old city was divided into four groups: fangkuo society, Shagou society, Yixian society and Qiaoshan society.
In 1928, it was the first district of Feicheng county.
In the spring of 1949, the central and southern Shandong special office moved to the old city, and the county office moved to yijiagou village; the county and Dongguan, Xiguan, Nanguan and Beiguan set up Chengguan District, and the first district office moved to baichi village.
In 1950, Chengguan District was abolished and the former administrative region of Chengguan District was merged into the first district.
In April 1958, the first district was abolished and Chengguan town and Chaoquan Township were set up separately; in September 1958, Chengguan town and Chaoquan Township were abolished and Chengguan people's commune was merged.
In January 1980, Feicheng County authorities moved to the new city, the commune authorities moved to Hedong Village (500 meters north of Feicheng railway station), and Chengguan people's commune was renamed Laocheng people's commune.
In December 1983, the old city people's commune was abolished and the old city was established.

Kangwang river originates from the North circle of Daiyue district, Tai'an City, flows through the southern boundary of Laocheng street from east to west, and is the main river in the territory. Baichi river originates from Dongling of zhanghuayu, Hekou village and Donggou of tianhuayu village. It flows from north to South and flows into Kangwang river through Chenzhuang, Xiaoyao, baichi and maoxiaozhuang. Its total length is 10.7 km and annual runoff is 03 million cubic meters. Chengdong River (known as Kanghe River in Ming and Qing Dynasties) originated at the junction of Sunlou, Chaoquan Town, Haoyu, Gaojiayu and Beishan, Laocheng street. It flows into Kangwang River from north to south through qiaojiayu, baojiazhuang, lijialin, Baotun and songtun, with a total length of 13.3 km and an annual runoff of 03 million cubic meters. There are four types of cultivated soil in Laocheng Street: coarse sandy soil, loamy soil, sandy loam soil and light loam soil. Because of the long-term alluvial and sedimentary process, the yellow sand reserves are rich in the river coastal area.
