History of construction
In the 36th year of Qianlong reign of Qing Dynasty (1771), under the leadership of wabashi, the Mongolians, such as turhute and Heshuote, returned from Juyi in the Volga River Valley of Russia. The Qing government granted them fertile land with water and grass, and settled them in Bayinbuluke grassland and Kaidu River Valley.
