Hualou Township
Hualou township of Wanyuan city is located 46 kilometers south of Wanyuan City, 104 kilometers away from Dazhou City, connecting Xuanhan Xinhua in the East, Luowen in the south, Zhaotang, Changba, Xuanhan Zhongping in the north, and Zengjia in the West. It covers an area of 94.82 square kilometers. Hualou township has a subtropical monsoon climate with mild climate, four distinct seasons and abundant rainfall. The area has rivers, rolling mountains, fresh air and beautiful mountains. The average altitude is about 600 meters. The annual frost free period is 320 days and the average annual rainfall is 1800 mm. It is suitable for the growth of various crops and the development of breeding industry, providing good conditions for industrial development and supporting. West of China's Yanxia fairy mountain, rich biological resources, lush vegetation, including many rare trees, birds and animals, has a good advantage in natural ecological resources.
The township governs 6 administrative villages (Ma'anshan village, goujiapo village, zhiganba village, hualouba village, dongjialiang village, sanxibao Village) and 1 Community (Hongxing community), with 8100 people (2017). There are 14466 mu of cultivated land, including 8807 mu of farmland. Relevant supporting facilities in the township are perfect, and basic services such as finance, health, transportation, town public services and education are all available. Hualou township has perfect infrastructure and convenient transportation. National Highway 210 and the first and second lines of Xiangyu railway cross the border and are close to Baotou Maoming expressway, with the village access rate of 100% and the total mileage of nearly 180 km. With the rapid development of communication, the whole township has opened mobile, Unicom and telecommunication networks, and the rural household access rate of 100%. The town has implemented the project of "greening, lighting and hardening"; there is a standardized primary and secondary school; there is a health center with complete facilities; there is a home for the aged; there is a 500 square meter Hualou bus station (not playing a practical role), and there is a 1200 square meter central farmers' market.
On June 12, 2020, the people's Government of Sichuan Province decided to abolish Hualou township.

Hongxing community of Hualou township is located in the street of Hualou township. National Highway 210 and Houhe River Basin run through the whole area. Established in May 2009, the community covers an area of 1.5 square kilometers and has three resident groups, including 808 permanent residents, 3314 permanent residents, 1408 floating population, 280 elderly people over 60 years old and 112 individual business outlets. Hongxing community has a party branch, residents committee and various branch management organizations, with 37 community members.
Ma'anshan Village
Ma'an village is located in the northwest of Hualou Township, Wanyuan City, 6 kilometers away from the township. It is adjacent to Changba Township in the East, Hongxing community in the south, sanbaoxi village in the West and Zhaotang Township in the north. The village has 9 villager groups, 474 households and 1755 people. It covers an area of about 16.5 square kilometers, including 2126 mu of cultivated land, with an average altitude of 450-1000 meters. The infrastructure construction is good, with hardened village roads of 13.5 km and muddy soil roads of 8.5 km, basically connecting the whole village; the problem of drinking water for human and livestock has been basically solved; the main industries include corn, potatoes, pigs, BanJiao goats, etc.; the three networks of mobile, Unicom and Telecom basically cover the whole village, with smooth information flow.
Goujiapo Village
Goujiapo village is located in the south of Hualou Township, Wanyuan City, 4 kilometers away from the township. It is adjacent to weiganba village in the East, Luowen town in the south, Zeng hometown in the west, and sanbaoxi village in the north. There are 8 villager groups, 344 households and 1256 people in the village. It covers an area of about 13 square kilometers, including 1556 mu of cultivated land with an average altitude of 600-1200 meters. Infrastructure construction is poor, with hardened village roads of 3.092km and muddy soil roads of 13.4km, basically connecting the whole village; drinking water problems of human and livestock have not been solved; main industries include corn, potatoes, pigs, BanJiao goats, etc.; mobile, Unicom and telecom networks basically cover the whole village, with smooth information flow.
Guyuangba Village
Weiganba village is located in the southeast of Hualou Township, Wanyuan City, 2km away from the township. It is adjacent to Xuanhan County in the East, Luowen town in the south, goujiapo village in the West and hualouba village in the north. The village has 15 villager groups, 652 households and 2582 people. It covers an area of about 17 square kilometers, including 3228.04 mu of arable land, with an average altitude of 396-1100 meters. The infrastructure construction is good. There are 6.8 kilometers of hardened village roads, 3.8 kilometers of community roads and 21 kilometers of muddy soil roads, which basically connect the whole village. The problem of drinking water for human and livestock has been basically solved. The main industries include rice, corn, rape, potato, pig, BanJiao goat, etc. the three networks of mobile, Unicom and telecom basically cover the whole village, and the information is smooth.
Hualouba Village
Hualouba village is located in the southeast of Hualou Township, Wanyuan City, 1 km away from the township, where hualouba railway station is located. The village has 13 villager groups, 642 households and 2216 people. It covers an area of about 9 square kilometers, including 2241 mu of cultivated land, with an average altitude of 700 to 900 meters. Infrastructure construction is good, with hardened village roads of 3.8 km and muddy soil roads of 23.4 km, basically connecting the whole village; drinking water problems for human and livestock have been solved in 1, 2 and 6 communities; main industries include corn, rice, potatoes, pigs, goats, cattle, chickens and ducks, honey, etc.; mobile, Unicom and telecom networks basically cover the whole village, with smooth information flow.
Dongjialiang Village
Dongjialiang village is located in the north of Hualou Township, Wanyuan City, 3km away from the township. It is adjacent to Xuanhan Xinhua Township in the East, hualouba village in the south, Maanshan village in the West and douping village in Changba Township in the north. There are 14 villager groups with 2704 people in 730 households. It covers an area of about 16 square kilometers, including 2322 mu of cultivated land, with an average altitude of 500 to 900 meters. The infrastructure construction is good. There are 9 kilometers of hardened village roads and 22 kilometers of muddy soil roads, which basically connect the whole village. The problem of drinking water for human and livestock has been basically solved. The main industries include corn, rice, potatoes, pigs, BanJiao goats, etc. the three networks of mobile, Unicom and telecom basically cover the whole village, and the information is unblocked.
Sanxibao Village
Sanbaoxi village is located in the northwest of Hualou Township, Wanyuan City, 7 kilometers away from the township. It is adjacent to Ma'anshan village in the East, goujiapo village in the south, 10 villages in Dasha Township in the west, and zhonglingshan village in Zhaotang Township in the north. There are 16 villager groups with 2702 people in 732 households. It covers an area of about 25 square kilometers, including 2800 mu of cultivated land, with an average altitude of 500 to 1100 meters. The infrastructure construction is poor, with hardened village roads of 10.34 km and muddy soil roads of 25 km, basically connecting the whole village; the problem of drinking water for human and livestock is very difficult; the main industries include corn, rice, potatoes, Chinese herbal medicine, pigs, BanJiao goats, cattle, etc.; mobile and Unicom communications basically cover the whole village, and the information is basically unblocked.

There are 11 primary and secondary schools, 127 teaching staff, 2740 students, 1 nursing home, 1 health center, a 500 square meter Hualou bus station and a 1200 square meter central farmers' market. There are 32 medical practitioners, 2 agricultural service organizations (3 with intermediate title and 5 with primary title), 251 peasant technicians and 2 rural professional cooperative organizations. With large grain and oil processing households as the representative, the township people will vigorously develop the planting and breeding industry.
In 2007, the gross national product of the township was 64.82 million yuan, the per capita net income of farmers was 2963 yuan, the total grain output was 8861 tons, the per capita grain was 601 kg, 28100 fattening pigs, 3200 beef cattle and 130000 poultry were sold, accounting for 58% of the total income of rural economy.
In 2016, rice, potato, corn, oil-bearing crops and traditional Chinese medicine were the main planting industries in the township, and pig, beef cattle and goat breeding were the main animal husbandry industries in the township. The total grain output of the township is 9123 tons, the total industrial and agricultural output value is 143 million yuan, and the per capita net income of farmers is 6348 yuan.

In nearly 10 years (2007-2016), the economy of Hualou township has developed rapidly. However, due to the constraints of objective conditions, more than 10000 people in the township live on both sides of the Houhe river at an altitude of 700-1200 meters, and the production conditions of agriculture and aquaculture are difficult, so it is difficult to improve by leaps and bounds. Despite the hard work of the previous Party committees and governments in Hualou Township, some backward villages have been fundamentally changed. After the end of 2015, the main factors restricting the economic development of Hualou township are as follows:
First, the rural empty nest phenomenon is serious. With the rapid flow of rural population to the city, the vast majority of young people and adults choose to work in the city. Most of the villages and towns are left behind children and the middle-aged and old people who take care of the housework and children studying. The rural economy is weak, and the economic growth and living quality maintain a slow pace.
Second, the mechanization of modern production is backward. With the progress of the times and the development of science, the agriculture and breeding industry in the new period should be more mechanized and modernized. However, the transformation of traditional agriculture and breeding to modernization is lack of tool support and technical support, which restricts the development of traditional industries to modernization in Hualou Township, thus reducing the economic growth and increasing the income of the villagers.
Third, there is no Township brand and characteristic. Hualou Township and its neighboring villages and towns are all traditional agricultural villages and towns, and the transportation is superior to several neighboring villages and towns. We should give full play to the transportation advantages and increase the support for the standardization, scale and industrialization of planting and breeding industry.
