Qinzhou Port Economic and Technological Development Zone

Qinzhou Port Economic and Technological Development Zone is located in the southern coastal area of Qinzhou City, Guangxi, with an area of about 152k m2. It is mainly planned to build Petrochemical Industrial Park, comprehensive logistics processing zone, administrative and business center area, port and wharf operation area, etc. it has the only bonded port in the western coastal area of China - Guangxi Qinzhou Bonded Port. In June 1996, with the approval of Guangxi district government, a provincial Development Zone was established; in November 2010, with the approval of the State Council, it was upgraded to a national development zone.

Qinzhou Port Economic and Technological Development Zone is located in the south coast of Qinzhou City, covering an area of about 152 square kilometers. It is divided into Jingu Industrial Park and Jinguang Industrial Park (including Qinzhou Bonded Port Area). In June 1996, the development zone was established as a provincial Development Zone. In 2000, Qinzhou Port was positioned as a coastal industrial port and a large-scale Coastal Industrial Park in Guangxi. In May 2008, the State Council approved the establishment of China's sixth bonded port area, Qinzhou Bonded Port Area, which has become the only bonded port area along the western coast of China. On November 11, 2010, the State Council approved the provincial Qinzhou Port Economic Development Zone to be upgraded to the national Qinzhou Port Economic and Technological Development Zone. On November 26, the State Council approved the Qinzhou port to expand the scope of opening to the outside world, with a total coastline of 28.776 kilometers and 98 berths, making the Qinzhou Port fully open to the outside world. After years of development and construction, the development advantages of the development zone have been constantly reflected.

Unique location advantage

The development zone is located at the top of Beibu Gulf, facing Southeast Asia and backed by Southwest China. It is the nearest port to the sea in Southwest China and the forefront of China ASEAN Free Trade Area.

The traffic conditions are convenient

The development zone has formed a three-dimensional transportation network of sea, land and air. More than 20 expressways, high-speed railways, high-grade highways and sea air routes from north to south, Qinfang, Liuqin and Chongqin all meet in Qinhuangdao. It is only 110km away from Nanning and Beihai airports. It is integrated into the "half an hour" economic circle of Guangxi Beibu Gulf Economic Zone and is a sea land transportation hub in Guangxi coastal areas.

The port has superior resources

Qinzhou port is surrounded by mountains on three sides and faces the sea in the south. It has the natural characteristics of long coastline, deep channel, wide harbor basin, good shelter from wind, less siltation, wide hinterland and easy excavation. It is a natural deep-water port and is "the second largest port in South China" planned and constructed by Dr. Sun Yat sen in his "national strategy". The development zone has more than 86 kilometers of wharf coastline, including 54 kilometers of deep water coastline. It can build more than 200 wharves of 10000-300000 tons. After completion, it can form a throughput capacity of more than 500 million tons.

Low development factor

The development zone is the only coastal development zone in western minority areas in China, with low development cost, obvious policy advantages, rich land resources, abundant fresh water resources and large environmental capacity. It can supply 1.2 million tons of fresh water per day, and the low and barren mountain area of more than 600 km2 can be developed continuously. It has strong ground carrying capacity and is easy to be leveled. It is very suitable for the layout of "port before factory" coastal industry.

In recent years, the development zone has fully implemented the scientific outlook on development, seriously implemented the development strategy of the municipal Party committee of "building a big port, prospering industry, building a new city, strengthening science and education, and benefiting people's livelihood", and vigorously promoted the sound and rapid development of economy and society in accordance with the work requirements of "high starting point, high efficiency, and high quality".

Sustained and rapid economic growth

In the past five years, the main economic indicators of the Development Zone, such as GDP, fiscal revenue, gross output value of industries above Designated Size, investment in fixed assets of the whole society, and port throughput, have doubled. It is estimated that by the end of the 12th Five Year Plan, the total industrial output value of the development zone above Designated Size will exceed 180 billion yuan, the port cargo throughput will exceed 100 million tons, and the fiscal revenue will exceed 15 billion yuan.

Rapid rise of coastal industry

A large-scale coastal industry with petrochemical, energy, papermaking, logistics processing and grain and oil processing as the main industries has been formed. Nearly 30 large-scale industrial enterprises have been built and put into operation, including PetroChina's 10 million ton oil refining project, jinguilin pulp and paper phase I project, COFCO's soybean processing project, Qinzhou coal-fired power plant, Dongyou asphalt, etc., of which nearly 20 have an output value of more than 100 million yuan. The industrial agglomeration effect of large coastal industries has been formed.

The infrastructure is improving day by day

Qinzhou Port was listed as an important regional port in China in 2006. More than 40 berths have been built, including more than 20 berths with a capacity of more than 10000 tons. The handling capacity of the port is more than 70 million tons. A 100000 ton waterway has been built, and a 300000 ton waterway is under construction. The development zone has complete road, water supply, power supply, communication and other facilities, with a daily water supply capacity of 100000 tons. Four 110kV and 220kV power transmission and transformation projects have been completed, and railway branches such as Legou operation area, Yingling operation area and dalanping operation area have been opened.

In the future, the development zone will seize the good opportunity of upgrading to a national economic and Technological Development Zone, accelerate industrial development relying on the port, vigorously implement the "one goal", "five strategies" and "ten projects" of the municipal Party committee, and strive to build the development zone into a coastal core industrial zone of Guangxi Beibu Gulf, a national first-class development zone and a China ASEAN region by the end of the 12th Five Year Plan International shipping center, logistics center and export processing base.

Qinzhou Port Economic and Technological Development Zone (hereinafter referred to as Qinzhou port area) does not have an independent plan. Qinzhou Planning Commission (hereinafter referred to as Qinzhou Planning Commission) mainly organizes relevant personnel to conduct in-depth discussion and widely listen to the opinions of various ministries and departments according to the plans of the superior planning department and Qinzhou Municipal People's government, as well as the plans put forward by Qinzhou port area Qinzhou Municipal Planning Commission will formulate a detailed plan (Draft) and submit it to the Municipal People's Congress for deliberation, discussion and approval, and then implement it according to the plan. The compilation of the plan is divided into annual plan and medium and long-term plan. The contents of the plan include gross national product, national income, gross industrial and agricultural output value, fiscal revenue and expenditure, capital construction plan, commerce and foreign trade, as well as indicators of science and technology, culture, education, health, sports, radio and television, population development, people's livelihood, etc. We should guide the coordinated development of the national economy through the comprehensive balance of plans. In the 11th Five Year Plan (2006-2010), Qinzhou Port Economic Development Zone (hereinafter referred to as Qinzhou port area) is planned. In the "overall planning of regional coordinated development", the regional development layout puts forward "taking the main urban area and port area as the core", in which Qinzhou port area and Qinzhou main urban area are taken as the two core areas to drive Qinzhou's economic take-off. In the plan, it is proposed to develop Qinzhou port industrial belt, build and improve the transportation infrastructure from the urban area to the port area, and develop the processing and manufacturing industry, commerce and logistics industry supporting the port industry.

In the development layout, Qinzhou port area is planned, including jingujiang industrial zone and dalanping Industrial Zone, focusing on the development of port heavy chemical industry and port logistics, supporting the development of residence, commerce, education and culture, so as to create a new coastal industrial city. Key points of Construction: jingujiang industrial zone and dalanping industrial zone will be planned and constructed as a whole in the port area. Efforts will be made to promote the construction of coastal infrastructure, and infrastructure and public facilities such as waterway, wharf, power supply, water supply, road, communication, culture, education, residence and greening will be improved.

The industrial development of the "plan" focuses on the port area as the leader, making use of the port and marine advantages to highlight the petrochemical, energy, Forest Pulp and paper, grain and oil processing, metallurgy, shipbuilding and other coastal heavy chemical industries. We will speed up the construction of new coastal industries, petrochemical industry, energy industry, paper industry, food processing industry, shipbuilding and metallurgy industry.

Qinzhou Port has 68.8 kilometers of wharf coastline, including 44.6 kilometers of deep water coastline. Nine port areas and 12 operation areas are planned to be built, and more than 200 wharves of 10000-300000 tons can be built. After completion, the throughput capacity of more than 100 million tons can be formed. It is planned that by 2010, Qinzhou Port will have 23 deep-water berths with capacity of more than 10000 tons, handling capacity of more than 40 million tons and cargo throughput of more than 35 million tons. The 100000 DWT channel of Qinzhou port and 10000-50000 DWT channel of Jingu river will be built, and the 150000-200000 DWT channel from Sandun to offshore and 300000 DWT channel from Sandun to offshore will be built. During the "Eleventh Five Year Plan" period, we will build and improve Legou, Guozi mountain and Yingling operation areas, focus on the development and construction of jingujiang, dalanping, dalanping South and Sandun operation areas, and do a good job in the preliminary development research of zhangmuhuan and Guanyintang operation areas. The third and fourth phases of Qinzhou Port will be completed, and the construction of large-scale deep-water specialized terminals for crude oil, liquid chemicals and coal will be accelerated.

Industrial Park Planning:

Large coastal industrial park, focusing on the development of petrochemical, energy, paper, grain and oil processing, metallurgy, shipbuilding and other heavy chemical industries and processing and manufacturing industries. Jingu industrial zone is mainly located in refining, ethylene, fine chemical, energy, phosphorus chemical and other large-scale heavy chemical industrial projects; dalanping industrial zone is mainly located in papermaking, machinery manufacturing, metallurgy, mineral processing and other industries. Dalanping industrial zone is a key development area during the 11th Five Year Plan period. During the 11th Five Year Plan period, PetroChina Guangxi Petrochemical Co., Ltd. was completed and put into operation, with an annual processing capacity of 10 million tons of Sudan crude oil as the main target, accelerating the construction of p-xylene, ethylene, C4 fraction deep processing, propylene and butene deep processing and fine chemical projects, extending the Petrochemical Industry and expanding petrochemical industry cluster; the first phase of coal-fired power plant was initially put into operation, and the second phase was started; the project was completed and put into operation
