Historical evolution
It's in a famous house. In Ming and Qing Dynasties, Shanzhang, Dongjiashan and other villages belonged to the 29th capital of Zheyang Xiali. In Xuantong period of Qing Dynasty, it belonged to Zheyang District of Xiapu County. In 1934, the Soviet government of xiadingtai county set up three townships, namely Zhaizhong, Shanzhang and Xixi, and ten villages, namely lingmen, Baiyan, Tongyuan, shangpingkeng, Dagang, Caishan, Xiping, Xishantou, dongxidou and Niuxiang. In 24-28 of the Republic of China, it belonged to Zhaizhong Township in Zheyang special area; in 29 of the Republic of China, it merged with changpuyang township to form Changzhai township (changpuyang village was set up by the township government); in December of 32 of the Republic of China, Changzhai Township merged with Fupu township to form Wuling township (Fuxi village was set up by the township government), and now there are two Baotou villages, Zhaizhong and Shuangxi.
In June 1950, Baojia was abolished and Zhaizhong and Shuangxi were established; in 1952, Zhaizhong, Xixi and Shanzhang were established; in 1954, Zhaizhong, Xixi, Shanzhang and Houlong were established; in 1956, Zhaizhong, Xixi and Houlong were established; in August 1958, Zhaizhong was established. In the early stage of communization, it was changed into three groups of Zhaizhong, Xixi and Houlong in Fuxi commune, and then into two small communes of Zhaizhong and Xixi in the district. Zhaizhong commune was established in 1965 and restored to Zhaizhong Township in 1984. In 1990, the township covers an area of 35.44 square kilometers and has a population of 6062 (according to the fourth census), including 98 she people. It governs 9 administrative villages, 77 natural villages and 90 villager groups. In 1997, it covered an area of 35 square kilometers and had a population of 6000.
Climate and environment
The terrain of Zhaizhong is inclined from northeast to southwest. Zhujiyan is the highest peak in the northeast, with an altitude of 945.5 meters. Xiping village is the lowest, with an altitude of 220 meters. The temperature in January is 6.7 ℃, the temperature in July is 25.8 ℃, the annual average temperature is 16.4 ℃, the extreme maximum temperature is 38.4 ℃, and the extreme minimum temperature is - 8.5 ℃. The frost free period is 246 days and the annual precipitation is 1645 mm. But the precipitation year is uneven, more years up to 3000 mm, less than 1000 mm. The climate of Xixi, Xiping, Caishan and Xishantou is quite different, and the maturity of crops is about 10 days different. In normal years, the climate is mild and humid, and the light and heat conditions are good. More yellow soil, suitable for planting trees, Camellia oleifera.
Science, education, culture and health
In the 27th year of the Republic of China, a primary school was set up for the first time, with few students. In 1952, four primary schools, Shanzhang, Xixi, Houlong and gongdou, were set up. In 1984, the masses were mobilized to raise funds for running the school. The masses invested 548000 yuan in labor and materials, and the county subsidized 402000 yuan. The total investment was 950000 yuan. 20 new school buildings with an area of 5609 square meters were built to realize village owned school buildings. There are junior middle school classes attached to the Township Central School. There are 60 teachers and 700 students in the township. There are cultural stations, broadcasting stations, movie theaters, TV turntables, etc. in the township, and the mass entertainment activities are more abundant than before.
Health centers are set up in townships, medical stations are set up in administrative villages, and six individual medicine stores are set up. The medical and health conditions are initially improved, and general diseases can be treated on the spot.
Traffic situation
After the Rongzhong highway was opened to traffic in November 1981, the masses began to work, invest, bring their own food and tools, and set off a road building fever. We will continue to build eight rural roads, including Zhaizhong kengping, Houlong pingkeng, Zhaizhong ChiYan and Xiping Aoli, with a total length of 40 kilometers and a total investment of 3.55 million yuan. Except for the state subsidy of 2 million yuan, the rest are built with donations from the masses. This will initially change the difficult situation of roads in mountainous areas and promote economic development. For example, with the opening of zhaixi highway, the river sand deposited for a long time has been developed and utilized.
In history, the houses in the houses were of civil structure, weak lighting, disorderly layout and poor accommodation. After the 1970s, new buildings such as hospitals, supply and marketing cooperatives, grain stations, tea stations, conference halls, township party committees and government office buildings were successively built. By 1990, the total construction area was 41600 square meters, and the per capita housing was 12.1 square meters at the end of the year. The living conditions in rural areas also improved. In addition to kengping, the other eight administrative villages are equipped with tap water. Every village calls.
economic development
There are many streams in the township. Dongxi and Xixi converge in Xiping and flow into Fuan Xiyang stream. The riverbed is cut too deep, and the stream water is difficult to use. In addition, the slope is steep, the soil and water conservation is poor, and the territory is seriously short of water. Drought frequently occurs in history, which seriously affects agricultural production.
Since the founding of the people's Republic of China, farmland capital construction has been carried out extensively. More than 80 irrigation projects have been built successively, and Houlong reservoir with 270000 cubic meters of water storage has been built, with a total irrigation area of 2543 mu. The township has 5771 mu of arable land, including 3483 mu of paddy field, accounting for 60%, and 2288 mu of agricultural land, accounting for 40%. The agricultural production is mainly grain production, diversified management, and the crops are basically two crops a year. Rice is the main grain crop, followed by sweet potato, potato and wheat are the main winter crops of double cropping system. Economic crops include rape, peanut, jute, tobacco, Royal bean, mushroom and bag mushroom.
Since the introduction of "Minyou" hybrid rice in 1976, the grain yield has increased year by year, and the ration is basically self-sufficient. In 1990, the planting area of hybrid rice accounted for 94% of the total paddy field area, the planting area of grain and beans was 9802 mu, the total output was 2234 tons, the output per mu was 228 kg, and the total agricultural output value was 2.28 million yuan (including 47.34% of planting, 30.65% of forestry, 17.48% of animal husbandry, 4.53% of sideline industry), accounting for 72.4% of the total industrial and agricultural output value of 3.15 million yuan. That year, the net economic income of farmers' production and operation was 2.71 million yuan, and the per capita income was 445 yuan.
In 1990, there were 23979 mu of forest land, including 5657 mu of timber forest, 3079 mu of protective forest, 336 mu of Phyllostachys pubescens forest, 3079 mu of firewood forest, 104 mu of special forest and 11706 mu of economic forest. The forest coverage rate accounted for 65% and the greening degree reached 84%. The forest mainly produces fir, pine, Castanopsis fargesii, Schima superba and Phyllostachys pubescens. Pingkeng village under the jurisdiction of the township has a small piece of bamboo cypress, which is a national class 2 protected tree species; the annual output of Camellia oleifera is about 160 tons, which is one of the key villages of Camellia oleifera base in the whole province; tung oil was in high yield in the 1940s. In the 34th year of the Republic of China, Tongyuan village in the territory had organized tung oil production cooperatives, and the financial sector had loan support, but later due to the war, it lost management and desolation in a large area; the township has 222 mu of tung oil; tea is the main production area Farmers are the main source of income, with an annual output of more than 30 tons of dry tea; animal husbandry is mainly pig raising, followed by cattle and sheep; fruit trees are 610 mu, and citrus planting ranks first in the county; bag planting Lentinus edodes has become an important project to get rid of poverty and become rich in recent years. There are 1322 households in the township planting 1.2 million bag planting Lentinus edodes, 22 roasting Lentinus edodes factories, Houlong is a specialized village for Lentinus edodes production, and the annual income of mushroom farmers in the township accounts for about 1 / 3 of the total agricultural income, The characteristics of Xianggu mushroom production are: high popularization rate, seed production, drying series supporting.
The foundation of township enterprises in China is weak. During the period of the Republic of China, there were only five hydraulic oil mills in the house, which were used to extract oil and grind wheat. During the period of agricultural cooperation, we set up a farm tool factory and grain processing factory. In 1972, we set up a comprehensive factory to produce wood beads, wood gauze tubes, rice milling noodles, etc. after the commune set up an enterprise management station in 1976, the township enterprises developed. We once set up a metal device factory, lacquer chopsticks factory, tea refining factory, forest, tea farm, construction team, etc. Xixi hydropower station was completed and put into operation in 1986, promoting the development of township enterprises. The installed capacity of the power station is 175 kW, accounting for 12.8% of the total installed capacity of the county's township level power station, with a total power generation of 700000 kWh and an output value of 76000 yuan. In addition to meeting the domestic people's living and production needs, it also supplies electricity to farmers in Shanchang village of Dongyuan township. In 1987, a tea refining plant was set up with an annual processing capacity of more than 1000 tons and an output value of 200 tons
