In the Western Jin Dynasty, Liu Kun, the governor of Bingzhou, saw bandits on his way to office. The people were displaced and fled everywhere, leaving a very limited number of people. Liu Kun recruited 1000 people and moved to Jinyang to fight against thieves and appease farmers to engage in agricultural production. In less than half a year, the displaced people gradually returned to live and work in peace and contentment.
