Near the water tower, a Chinese idiom, Pinyin is j ì nshu ǐ L ó ut á I, which means that the tower near the water can see the moon first. It is a metaphor for getting a priority because of its proximity. It's from Qing Ye Lu by Yu Wenbao of Song Dynasty.
The origin of Idioms

Fan Zhongyan was a famous writer and statesman in the period of Zongren in the Northern Song Dynasty. He studied diligently and read many books. He was the highest official of the imperial court, such as wailang, an official, LongTuge, etc. Although Fan Zhongyan is a big official, he is very approachable and has a good relationship with his subordinates and friends. When he was an official in Zhejiang, many of his friends wanted to contribute to the imperial court. Fan Zhongyan recommended them to the imperial court, so many people became officials in the city. A man named Su Lin missed the opportunity of recommendation because he was out. When he came back, he heard that many friends had gone to be an official in the city because of Fan Zhongyan's recommendation. So he wrote a poem to Fan Zhongyan. Two sentences in the poem said, "the moon comes first, and the flowers are easy to spring." It means: the tower near the water can see the projection of the moon first because there are no trees; the flowers and trees facing the sun germinate early because the light is much better. After reading the poem, Fan Zhongyan realized that Su Lin didn't recommend him because he didn't care about his future. So Fan Zhongyan consulted his ideas and wishes, recommended him to the imperial court and met his requirements. It's normal to be like Su Lin and want to be outstanding, but we should keep up with the good aspects of other people rather than follow up with the bad ones.
