He seized the power established by Liu Yuan in the later Han Dynasty by force, and established his capital Chang'an, which was very influential for a time. Shile, another military general at the same time as Liu Yao, was originally a member of the Jie nationality and had been a peddler since childhood. Later, shile defected to Liu Yuan and joined the army. He made great achievements and was appointed as a general. Shile is very dissatisfied with Liu Yao's usurpation of power, waiting for an opportunity to destroy Liu Yao and replace him. After many battles with Liu Yao, shile weakened Liu Yao's military strength. Therefore, Liu Yao changed shile's strategy of buying and harassing. He sent his confidant Guo Si as an emissary to seal shile as taizai, to lead the rank of general, to become king of Zhao, to lead 20 troops, to go in and out by gold and silver chariot, to drive clouds and horses, to crown with twelve crowns, and his wife to be queen. Shi Le agreed to come down. In order to express his gratitude, he sent Wang Xiu and others to Liu Yao's place to thank him. There was a counselor named Cao Ping under Liu Yao, who used to be a martyr of shile. After hearing this, Shi Le was furious and ordered to destroy the three tribes of Cao Ping. Later, he called on the minister and said, "we sent envoys to repair things as before, but Liu Yao didn't want to. Instead, he killed the envoys who showed sincerity. It's unforgivable to do so many evil things! So I decided to take Zhao as my own king. " Therefore, shile set up Taiyi, Shangfang, Yufu orders, and specially built Zhengyang gate, officially called the king. In 318 ad, shile killed Liu Yao and established the post Zhao regime.
