Root, plant and Fu Li is an idiom, Pinyin g ē nzh ū f ù L ì, refers to the attachment to power.
It is a metaphor of power attachment. (source) in Tang Shunzhi's treatise on Xiang Shou with Zhou yue'an Zhongcheng in Ming Dynasty, it is said that "since Luo Weng was in power, he was influenced by the gentry of Jin Dynasty, and Yongjia people were deeply rooted, especially those who seized the momentum of the official drum."
