The origin of Idioms
In the collection of the spring and Autumn Annals of the seven states of Qi by Yue Yi, the whole prime minister's Pinghua, it is said that "to provide for the aged, respect the virtuous, teach them skills, cultivate their abilities, hang and ask the orphans, help the poor and the poor, and share weal and woe with the common people."
