Whether it's sycopy or integrity, or whether it's virtuous or stupid, they entrust a heavy task to those who want to praise; for those who want to suppress and exclude, they can only be a small official like Lang Guan when they are old. People can't be convinced. It's really caused by this. I've heard that conferring a title on the court is in the hope that everyone will reward him; killing people in the street is in the hope that people will spurn him. I think the emperor is very concerned about litigation cases. He loves the people like a son. Every time he deals with a case, he asks for everyone's opinions in person and does not abuse the criminal law. This is the holy place of the emperor! This can be the case, so should the conferment of titles. If you remember who has made great achievements, you can promote and reuse them. From this point of view, if we want to select important officials, we must widely solicit everyone's opinions, and we should not trust one person's recommendation. Then, those above are not selfish, and those below are not complaining.
Second, Confucius said, "if we constantly censor our friends, then there will be no one to protect them." Confucius also said, "the gentleman stresses unity but not collusion with each other, while the villain colludes with each other but not unity." The collusion mentioned here is to form a party for personal gain. They still give a hand to the person they like, even if he is rich and powerful; they also try their best to slander the person they dislike, even if he is in a humble and humiliating situation. Once those villains are promoted and reused, they will collude with each other and protect each other. Then, the heart of deceiving the monarch will suddenly grow. Since those humble officials are humiliated, they will inevitably get angry and complain naturally. I sincerely hope that you can make extensive visits. Don't make it a common practice for villains to form cliques for personal gain. You should do it yourself. There is nothing greater than this.

I think he is more virtuous than today's people, but shun still chooses talents to avoid confusion, so as to make the country stable and do all kinds of things well. It is true that there are many talented people in such a big country. However, even if they have talent, they lack the opportunity to become officials. They neither have the talents of LV Wang and Fu Shuo, but they are proud of the arrogance of Fu Yan and Zishui. They do not consider the great responsibility. They are afraid that they are not in charge of many things. They are content to spoil themselves, neglect their duties, and eventually fail. This is really the cause of the above reasons. The book of changes says: "once the foot of the tripod is broken, the food in it will be poured out. That must be a mess." That is to say, those scripts are too much to do. I've heard that people who need to do their best to lift weights can't be entrusted with heavy responsibilities. I implore you to select another virtuous person and let them take charge of relevant affairs according to their respective abilities, so that they can each have their own strengths. If you do, you will succeed in everything. Fourthly, I heard that the book of rites once said: "those who analyze speech, break laws, confuse names, change their names, engage in heresy and disturb politics must be beheaded." Confucius said, "if we follow the old customs and systems, why should we change them?" I found that over the years, there have been too many changes.
