Zhang Shufang
Zhang Shufang, female, Han nationality, was born in November 1966 in Taojiang, Hunan Province. At present, he is a professor of Law Department of East China Normal University, a postgraduate supervisor of constitutional and administrative law, and a doctoral supervisor of political science theory.
Character experience
From September 1983 to June 1987, he studied in the law department of Hubei University of Finance and economics;
From July 1987 to November 2000, he taught in Zhongnan University of political science and law, during which he participated in social practice in judicial organs from September 1987 to August 1988;
From September 1989 to March 1992, he studied for a master's degree in constitution and administrative law;
In 1994, he was awarded the title of lecturer in Zhongnan University of political science and law. In 1996, he was promoted to associate professor;
He was transferred to the law department of East China Normal University in December 2000;
Since September 2003, he has been studying for a doctorate in constitution and administrative law in Suzhou University;
He graduated in 2006 with a doctor of law degree;
He was promoted to Professor of law in 2004;

Since taking up his post, he has published a personal Monograph (empirical logic of constitutional regulation and operation), 270000 words, China University of political science and Law Press, 1999 edition, which has been included in the library of "Jimen Fayuan". The book is a study of China's constitution from a new perspective, opening up a new vision of constitutional research. He also edited the textbook civil servant law course compiled by the Ministry of justice, and served as deputy editor in the textbook introduction to law compiled by the Ministry of Justice (China University of political science and Law Press, May 2003). He has published more than 40 academic papers, nearly half of which are published in national authoritative journals and core journals of law, such as: on the value choice of administrative legislation, China law, No.4, 2003; on the study of administrative reconsideration, No.4, 2002; on the application of administrative law, No.5, 2000. Presided over or participated in a number of national, provincial and ministerial projects. In 2002, he presided over the national project "Research on the norms of administrative law that are difficult to operate in administrative law"; in 2001, he presided over the Shanghai Social Science Fund Project "Research on the system innovation of local legislation in Shanghai"; in 2001, he participated in the National Social Science Fund Project "Research on the relatively centralized power of administrative punishment"; in 1997, he participated in the Ministry of Justice Project "Research on market economy and mode transformation of administrative law" and Wuhan 1998 Project "Research on civilized law enforcement in Wuhan". In addition, he has participated in provincial and municipal horizontal projects and school projects for many times. He has been rated as excellent teacher for many times during his term of office or excellent in the annual assessment. Due to outstanding achievements in scientific research, it was named "cross century academic backbone of Hubei Province" in 1998.

1. The paper "analysis of the causes of administrative monopoly and legal countermeasures" won the excellent paper award of the Ministry of justice in 2000.
2. His work on administrative legislation won the second prize of social science achievement works of Wuhan law society in 1998.
3. The paper "administrative and legislative countermeasures of arbitrary apportionment and arbitrary charges" won the third prize of excellent achievement of Wuhan Federation of Social Sciences in 1998.
4. The paper "Research on administration according to law is the key link of governing the city according to law" won the first prize of 1998 paper of Legal Affairs Office of Guangzhou municipal government.
5. The paper "administrative reconsideration system of normative documents" won the third prize of Shanghai 2002-2003 outstanding achievements in philosophy and social sciences.
