Zhang Meng (1908.9-1968.3) is also known as Zhang Shutian and Zhang Shupeng. High Village town Dunhou village people. After graduating from high school, he studied in Wendeng middle school for two years. Former vice president of Wendeng normal school in Henan Province.

In March 1932, when he was teaching in ximenli primary school in Wencheng, Niu shuzhai introduced him to join the Communist Party, and served as the underground liaison between Yantai and Shidao, secretly developing the party organization. At the end of 1937, he actively participated in the preparations for the Tianfushan uprising. In February 1938, he served as the Secretary of the sixth sub district Party committee, leading Party members and progressive youth to develop the people's Anti Japanese Self Defense Corps and provide new soldiers for the third army of Shandong people's Anti Japanese and national salvation army. In February 1940, the Japanese army "raided" and local Kuomintang armed forces fled one after another. Zhang Meng (the same as above) mobilized party members to launch nearly 100 guns and several boxes of ammunition, contributing to the second uprising in the East China Sea. In March of that year, Wendeng County Anti Japanese brigade was established, and Zhang led dozens of Party members and progressive young people to join the army. He has successively served as the Secretary of Donghai independent 1st Battalion, deputy director of 3rd company, director of organization unit of Donghai political department, instructor and special commissioner of Muhai County brigade, deputy instructor of Wendeng County brigade, director of direct engineering unit of 5th branch 1st regiment, director of enemy engineering division of Political Department of Jiaodong military region, leader of enemy engineering division of wenrongwei 3rd County, military member of Weihai county Party committee and political assistant of Weihai County brigade, and director of enemy engineering division of Donghai political department , director of Weihai municipal training team, deputy director of the Information Department of the municipal Party committee, chief of the first section of the Jiaodong high judicial office, chief of the personnel section of the capture Management Office of the Political Department of the Jiaodong military region, deputy director of the liaison officer training class, and chief of the investigation section of the capture Management Office of the Jiaodong military region. During this period, they either stormed the front in the fight against "mopping up", or went deep into the enemy's interior to crack down on the chief villain and obtain intelligence, and their deeds were widely spread. In May 1950, he was appointed Deputy Chief of the Education Department of Wendeng special administration. In September 1952, he was transferred to vice president of Wendeng Normal University.
