Zhou Qiyun (1792-1853) was born in Jiangtouzhou village, Jiuwu Township, Lingchuan County, Guangxi in Qing Dynasty. Qing Jiaqing 21 years (1816) Bingzi imperial examination, Qing Daoguang 6 years (1826) Jinshi.
Zhou Qiyun once served as county magistrate of Hongxian, Shangqiu and Xiangfu in Henan Province, prefecture magistrate of De'an in Hubei Province, Jiangning salt patrol and Jiangning political envoy. At the same time, he took care of the governor and acted as governor of Liangjiang, Zhili inspector and so on. During the period of being an official, he paid great attention to education and got rid of floods. When Lin Zexu visited Henan, he was praised as a "good official". When he first became the magistrate of Hongxian County in Henan Province, he first restored Zhuanyun academy, and taught farmers to dig ditches, plant trees, and prohibit drinking and making trouble. There were often floods in the southeast of the county. He personally investigated and organized manpower to dredge the lati River and Zhaojia canal, so that the water flowed into the Wei River and the flood disaster was controlled. In Xiangfu County, he mobilized the masses to build dams to prevent the flood of the Yellow River. He donated his salary to repair two academies in Daliang and Wanquan, and added six volunteer schools. During his tenure as governor of De'an, he personally lectured in the Handong academy and also presided over the compilation of local records. During his tenure, Zhou suppressed the Nien army and killed Gao Er and Liu Er, the leaders of the Nien army, and Zhong Renjie, the leader of the peasants. Zhou once founded Yidu on the North Bank of Jiuwu and built guanpoyan stone bridge in his hometown. He is the author of shaoliantang arts and buweizhai poetry anthology.
