He is resolute, capable, and good at reading. He attaches great importance to the study of the art of war. At the end of Jiajing period (about 1554), he was instructed by Sui Gong as Qingyuan (now Ningbo City, Zhejiang Province), and later served as a county magistrate.
Wu Congzhou, whose date of birth and death is unknown, was born in Shaowu, Fujian Province in Ming Dynasty. At this time, Liu Dayan, a pirate, gathered to attack the city. The situation was very urgent. It lasted for seven days and nights. Wu Congzhou deployed carefully and laid fireguns on the main road. The pirates found out that the city was heavily guarded and retreated. They were attacked by fireguns. Later, Wu Congzhou proposed to build a new town more than 600 feet across the mountain to commemorate his achievements, and named it "Wugong city". He was promoted to a bachelor degree in Guozijian. Wu Congzhou soon resigned and returned home. He didn't buy private property and used all his savings to help his poor relatives.
