Huang Yu, whose name is Decao, was born in 1106, the fifth year of Chongning, Huizong of Song Dynasty. When he was young, he worked hard to learn. Because of his poor family, he went to the streets to sell Qu (starter for making wine and making noodles), and also took time to study with books. Song Shaoxing eight years (1138) Jinshi, buraozhou (now Jiangxi pojiang, Xinjiang area) Si Hu joined the army. The money making officer wanted to sell the surplus grain of the Coiners and make a profit from it, but Huang refused. Titian is furious and wants to punish him with the terms of the law. However, the people praised Huang's achievements and felt ashamed. Instead, they recommended Huang, who was deeply grateful.
brief introduction
One year, there was a serious drought in Raozhou. Honghao, the governor of Raozhou, issued a document and sent people to inspect the counties where he belonged, reducing and exempting land taxes. Huang Xun asked for nine out of ten exemptions for his county, while other counties only asked for 10% reduction. Hong Hao was puzzled. After that, he sent officers to inspect all the counties, but Huang's county had no refugee phenomenon. Hong Hao praised Huang's actions and strongly recommended them to the top, so Huang transferred Hubei transportation department to be in charge of accounting department. Later, he changed his mind to know Yongchun, and was diligent in guiding farming in the four seasons. He prayed for rain for the people in case of drought, which was quite political (see Yongchun county annals · Leshan praying for rain). When he moved to Zhejiang Province for official business, some people suggested that he should send Huang Yu to inspect. Huang Yu went to all the counties to learn about the situation. He was familiar with the fact that there was an imbalance between the amount of land and the amount of land. He also considered that the public land was not paid for several years at one time, which inevitably led to excessive tax collection and increased the burden of the farmers, which made it inconvenient to carry out, so as to keep the public land. Yang Cunzhong was also invited to expand his barracks. According to the number of soldiers in the barracks, Huang Xun found that the area he invited was several times larger than the actual need, and many families in the civilian fields would be destroyed. Moreover, the building was a sightseeing building for the enjoyment of the powerful people, so it did not meet Yang Cunzhong's requirements for land occupation.
