Provincial Records
Shangguanjun, the third year of Xining in Song Dynasty (1070), was a Jinshi, who was awarded Dali to comment on affairs. He was a left behind official in Beijing and the son of the state to speak directly. During the reign of Yuanfeng (1078-1085), he was authorized to supervise the imperial censor Lixing. It happened that judge Dou Shen and others tried the case that the son of a rich man in Xiangzhou (Linzhang, Hebei Province) was exempted from death penalty for murder, and Shen and others were jailed for bribery rumors. At that time, the right servant of the Shangshu shot Cai Que and used dangerous officials to torture Shen and others indiscriminately. No one dared to do justice for Shen. Although the Shangguan were recommended as censors by Cai que, they still wrote to the imperial court to oppose Cai Que's practice. They were denounced to Guangze (Fujian) for their grievances. After that, Shen and other unjust cases came to light, "the whole world accepted him (referring to Shangguan) to be equal.". After all the officials reached the glory, they burned the statues of gods, drove away the witches, and established the righteous society, which made great achievements. At the beginning of the Yuan Dynasty (about 1086), he served as the censor again. Some people put forward the idea of selecting scholars with poems and Fu and abolishing classics and righteousness. Shangguan thought that it was abandoning the essence and seeking the end, but he did not abolish it. Since Wang Anshi carried out the reform, the world has been in turmoil. Shangguan all wrote to stop the Qingmiao law, believing that the law "has the name of benefiting the people, but not the reality of benefiting the people, has the current benefits, but is the danger of the end of the year", and advocated the restoration of the purchase and sale law in Changping. After that, he proposed to govern the world and use leniency and ferocity for each other, so that "Leniency does not harm evil and ferocity does not harm benefits". The imperial court ordered that the implementation should be carried out according to the suggestions of the upper officials. Cai Ke's brother Shuo has been jailed for stealing money from the official. All the officials have written to him to punish Cai Ke. At the same time, he impeached and removed Zhang Li and Li Qingchen. When Zhang shunmin talked about border defense, he was demoted because he talked about Wen Yanbo, the prime minister. Shangguan believed that if shunmin's talks were right, they should be dealt with according to them; if they were wrong, they should be tolerant and should be reinstated. After that, all the officials moved to the palace to serve as the censor. After more than years of service in the Imperial Academy, he was most outspoken, such as opening up his speech, reducing redundant staff, assessing and selecting the candidates for admonishmen and foreign supervisors, and so on. What he said was all about the political system, so he was changed to wailang, a member of the Ministry of rites, to arouse suspicion. In the fifth year of Yuanyou (1090), he was restored to the throne. At that time, the Xixia army, after the war of Yongle, was proud of its victory and wanted to recover. The Imperial Court adopted the stratagem of Zhao, governor of Yan'an (now Yan'an, Shaanxi Province), abandoned Sizhai and retreated to Lanzhou. In this regard, Shangguan strongly opposed it, and went to Shangshu three times, but it was of no help. At the beginning of Shao Shengchu (about 1096), when the Shangguan were all changed to Zuo Zhengyan, in view of the political malpractice of the imperial court, he wrote a letter to suggest that zhezong should "judge likes and dislikes, distinguish between evils and righteousness, observe the public's opinions, obey the government's orders, exercise important skills, and clearly reward and punish.". He was demoted to be a member of the Ministry of work, wailang, because his political views were different from that of the prime minister Zhang dun. Zhao Ji, Emperor Huizong of the Song Dynasty, was promoted to Shizhong and LongTuge. He died in 1115 at the age of 78. He was honest all his life. According to the records of Shaowu county annals (Xianfeng Edition), "on the day of his death, his family had no spare capital, so he could not be buried until his friends came to him; he could not be buried until he was granted by the imperial court.".
