Li Changquan, an official of the Qing Dynasty, was born in Shanxi Province of China. In 1744 (the 9th year of Qianlong reign), he served as the county magistrate of Taiwan.
Li Changquan took over from Fang bangji in 1744 (in the 9th year of Qianlong) and became the county magistrate of Taiwan. It has jurisdiction over the whole territory of Chiayi County, Chiayi City, Tainan County and Kaohsiung County in southern Taiwan. With an area of 4500 square kilometers, it was also the place where the Han people concentrated during the Qing Dynasty.
