Li Qinwen, also known as Shixun, was born in Fengshan County of Taiwan in the Qing Dynasty (donganfang, yizufu city). He was a tribute at the age of 60 years of Kangxi (1721), and later served as a teacher in Nanjing.

Before he became Sui Gong, he had participated in the classification of Zhou Yuanwen's Taiwan annals, as well as the compilation of Zhuluo county annals, Fengshan county annals and Taiwan county annals.
