Hexi Town is located in the northwest of Tonghai County, with a total area of 187.26 square kilometers and a permanent population of 50695 (in 2017). The Hexi village committee, where the town government is located, is 12 kilometers away from the county seat. It is the seat of county administration in all dynasties and is one of the four ancient cities of Yuxi City. The town borders Sijie town and Xingmeng Township in the East, Jiujie town in the south, Eshan county and Hongta District in the west, and Jiangchuan County in the north. Historical evolution
Hexi Prefecture was established in 1276, and it was reduced to county in 1289. As a county level administrative region, Hexi has been under the jurisdiction of Hexi Town, Xingmeng Township, Sijie Town, Nagu Town, Jiujie Town, Jiujie village and Xiaojie town of Eshan county since then. After the founding of the people's Republic of China, the county belonged to the central Yunnan (Yuxi) region. On December 22, 1956, it merged with Tonghai County and was called Xicheng commune (including Hexi Town and Xingmeng township). On July 26, 1982, it was renamed Hexi commune. In January 1984, it was renamed Hexi District. In October 1987, the district was withdrawn and Hexi Town was built. In the same year, Xingmeng Township under the jurisdiction of the original town was designated as County township. In 2002, there were 83 natural villages, 15 villager committees and 108 villager groups, including 3 Hui village committees and 3 mountain village committees (including 2 Yi village committees).
Natural conditions
Hexi Town has a mild climate and abundant rainfall throughout the year, and the mountainous and semi mountainous areas account for about 70% of the total area. The terrain is high in the West and low in the East, forming a drainage and irrigation system dominated by Hongqi river. Roads crisscross, land is fertile, groundwater resources are rich, mineral resources are poor, mainly quartz sand, granite. Inside the mirror are Luofeng mountain (2441 meters above sea level), dianjiba reservoir, the largest reservoir, and Hongqi River, the longest river in the county. The forest coverage rate was 54.7%. The annual frost free period is about 265 days. It mainly produces rice, wheat and broad beans; it is rich in flue-cured tobacco, radish and vegetables.
Economic situation
The town's economy is dominated by agriculture, and its industry is developed, especially its handicraft sidelines. It has gradually formed an industrial production system with a reasonable industrial structure and complete categories, with Masteel, bearings, cement, agricultural machinery accessories as the backbone, iron miscellaneous farm tools, white iron products, stone carving, wine making, agricultural products and other "one village one product". The town vigorously carried out the promotion and implementation of agricultural science and technology measures, grain, oil production model, stable and high yield, group production contract. In particular, in recent years, we have focused on the adjustment and optimization of the agricultural industrial structure, rationally arranged the planting area, made great efforts to increase the planting proportion and multiple cropping index of cash crops, vigorously developed diversified management, accelerated the production of high-quality pollution-free agricultural products, gradually formed four pillar industries of grain, tobacco, vegetables and animal husbandry, and coordinated and diversified agricultural production of flowers, fruits, forests, oilseeds and fisheries Pattern. The products have entered the international market, with an annual output value of more than 33.4 million yuan, which radiates and drives the radish planting in surrounding counties and cities (qutuoguan village also develops high-yield corn, with the yield rising from 280 kg in 1988 to 787 kg in 2002, which is the forefront of Yunnan Province, covering an area of 2500 mu). Cuncun as the leading experimental demonstration base construction of new vegetable varieties and comprehensive agricultural measures in Liulihe area have achieved remarkable results. In 2002, 92% of the total area was planted with spore cabbage, pod eating pea, Japanese pumpkin, broccoli and other famous and special new varieties in the town. The proportion of grain to economy was 4.6:5.4, and the per capita vegetable income of farmers was 1216 yuan.
In terms of animal husbandry, the wine making and pig fattening professional village in Diangao village, the piglet breeding in jiejiaying, shishanzui, Daiwen, Dianxin and other villages, the cattle and sheep breeding in Qingshuihe, Dawan, qutuoguan and the local chicken and cattle and sheep breeding in the ditch have gradually become large-scale. In 2002, the total output value of animal husbandry was 22.22 million yuan, 162% higher than that of 8.6457 million yuan in 1990, accounting for 49.7% of the total agricultural output, becoming a major pillar industry of the town's rural economy. In addition, the town's flower, fruit, aquatic industry is also in further development, rich and colorful agricultural and sideline products, each with its own characteristics.
The secondary industry is booming and gradually developing, forming a number of professional villages. Professional villages with obvious effects have emerged, such as the stone carvings of jiejiaying and shishanzui, the cooking utensils and hardware of Luoji, the white iron products of Xiaohui village, the craftsman tools of shishanzui, and the wine making of Diangao village. There are 1143 township enterprises with 6528 employees in the town, including 1142 private enterprises, with an operating income of 639.13 million yuan, accounting for 98.9% of the income of township enterprises. The total output value at current price is 604.74 million yuan, accounting for 98.8%, with a total profit and tax of 33.3 million yuan. The rapid development of private enterprises has made the non-public economy a new highlight of the town's economy.
The third industry focuses on taking market construction as the leader, improving transportation and other infrastructure and creating a good environment. Taking the construction of small towns as an opportunity, it has transformed the appearance of towns and villages, strengthened market management and services, and vigorously developed the individual and private economy. It has formed a commercial street from south gate to North Gate with the town market as the center Various commercial purchase and sale points are all over the villages. In 2002, there were 8 agricultural science and technology departments at the town level, with 33 scientific and technological personnel, and the popularization rate of agricultural science and technology reached more than 95%.
In terms of culture, literary, music, photography, opera, calligraphy and other creative activities were carried out in an all-round way, and the mass culture was active and prosperous.
