No. 48, Pingjiang Road, the former site of the Shanghai special municipal government, is composed of two buildings with the same style. It was the seat of the office of Yin of Shanghai Haidao, which was established in May 1914. The main building is a two-story building with brick and wood structure (three stories in some parts). It was built in 1919 with a construction area of 590 square meters. The auxiliary building has two floors with a construction area of 510 square meters. The two buildings are connected by outdoor corridor in the north of the second floor, and the general plan is L-shaped. The exterior wall of the main building is made of fair faced red brick with Yuanbao joint. The plane is rectangular, with seven bays, five in the middle with front colonnade and four steps below. The roof is hard hill. At both ends of the overall western style building, the unique shape of the fire sealing gable is higher than the roof, which adopts the variant form of the traditional Chinese residential fire sealing gable, and the curve is beautiful.
