The Secretary Department of China's labor union is the predecessor of the all China Federation of trade unions. It was founded on August 11, 1921, and completed its historical mission after the second national labor conference was held on May 1, 1925. The exhibition hall was originally located at No. 899, Chengdu North Road. In 1993, due to the construction of Chengdu Road Elevated project, the old exhibition hall was demolished. On September 29, 1999, the exhibition hall of the former site of the Secretary Department of China's labor union, which was rebuilt in lane 893, Chengdu North Road, was opened to the public. In the same year, it was named "Shanghai workers' patriotism education base" by the Shanghai Federation of trade unions.

Introduction to the library
The exhibition hall was originally the headquarters of the Secretary Department of China Labor Union (No. 19, North Chengdu Road, now No. 899, North Chengdu Road). The Secretariat of the Chinese labor union is the predecessor of the all China Federation of trade unions, the general organ of the Communist Party of China leading the workers' movement openly in the early days. It was born in August 1921. Its director Zhang Teli (Zhang Guotao), director Li qihan and Li Zhenying, set up branches in Beijing, Wuhan, Hunan, Guangdong and Jinan. Deng Zhongxia, Luo Zhanglong, Bao huiao, Mao Zedong, Tan Pingshan and Wang Jinmei were former branch directors. On July 18, 1922, the headquarters was closed by the British "concession" authorities and moved to Beijing. The office is located in the dormitory of the second College of Peking University (now No. 59, Shatan Houjie, Dongcheng District, Beijing). The director is Deng Zhongxia. In February 1923, the headquarters of Beijing was banned by warlords again and still moved back to Shanghai. Until the eve of the second National Labor Conference in May 1925, its historical mission was completed and ended.
Past events
No. 19 C, North Chengdu Road (now rebuilt at No. 7, Lane 893, North Chengdu Road), is the former site of the Secretariat of China's labor union. In May 1959, it was designated as a cultural relic protection unit in Shanghai.
After the birth of the Communist Party of China, it took organizing and leading the workers' movement as the party's central work. To this end, on August 11, 1921, the Secretary Department of China's labor union was established in Shanghai as the general organ of the party's open participation in the workers' movement. The director is Zhang Teli (Zhang Guotao). Li qihan, Li Zhenying, etc. The Secretariat of China's labor mix is located in a two-story Shikumen house, which is publicly listed. The Secretariat has branches in Beijing, Wuhan, Hunan, Guangzhou and Jinan. The first directors of the branches are Deng Zhongxia, Luo Zhanglong, Bao huiseng, Mao Zedong, Tan Pingshan and Wang Jingmei.
Since the establishment of the Secretary Department of China's labor mix and its branches, they have been busy in publicity, education and organization. It also publishes labor weekly, holds worker's cram school, sets up worker's club and industrial trade union. In order to strengthen the leadership of the workers' movement, initiated by the Secretary Department, the first national labor conference was held in Guangzhou from May 1 to 6, 1922, with 162 representatives and 300000 members representing more than 100 industrial trade unions. The Congress passed the case of "before the establishment of the all China Federation of trade unions, the Secretariat of the labor union of China was the communication organ of the all China Federation of trade unions", which recognized the leading position of the Secretariat in the national workers' movement. On the basis of raising workers' awareness and establishing industrial trade unions, the strike struggle against the triple oppression of imperialism, feudal warlords and capitalists was organized. On the eve of the National Labor Conference, the strike of Hong Kong seafarers in January 1922 and the strike of Beijing Han railway workers in February 1923 set off the first climax of the Chinese workers' movement. In 13 months. There were more than 100 strikes across the country with more than 300000 participants, and 54 strikes in Shanghai with more than 80000 participants. Among them, the famous strikes were Hong Kong seamen, Anyuan railway and mining workers, Kailuan coal miners and Jinghan railway workers. All these strikes were carried out with the support or direct leadership of the Secretariat.
The Secretariat's support and leadership of the strike, especially the activities of the Hong Kong Seamen's support association, made the British concession authorities very afraid and took various measures to obstruct and destroy the strike. They noticed that this highly organized strike headquarters was undoubtedly located in the Labor Secretary's office at 19 C, North Chengdu Road. So in June 1922, he arrested Li qihan, who was praised as the "master" and "pioneer" of the labor movement by the workers. On 17 July, the headquarters office was closed again and its members were wanted. At that time, Beijing was still open to public activities. The headquarters moved to Beijing, Deng Zhongxia was the director of the headquarters, and Shanghai became a branch. After the establishment of the headquarters in Beijing, the "labor legislation movement" was launched jointly with various branches to fight for the political freedom of the working class. At the same time, we will continue to send special commissioners to key industrial and mining enterprises to participate in the organization and leadership of the strike. For example, Mao Zedong and Liu Shaoqi went to Anyuan road mine, Peng Lihe went to Kailuan coal mine, Luo Zhanglong and Lin Yunan went deep along the Beijing Han railway. In May 1925, the second national labor conference was held in Guangzhou. At the meeting, a leading body with Lin Weimin as chairman and Liu Shaoqi as vice chairman was elected. The all China Federation of trade unions (ACFTU) was officially established, and the Secretary Department of China's labor mix has completed its historical task and announced its cancellation. In the three years and nine months since its establishment, the Secretariat has made immortal contributions to the cause of the liberation of the working class and composed magnificent poems in the history of the Chinese labor movement.
In order to carry forward the fighting spirit of the revolutionary forefathers, on the eve of the 70th anniversary of the birth of the Secretariat of China's labor union, the Jing'an District Party committee of the Communist Party of China decided to build an exhibition hall in the former site, which was supported by the all China Federation of trade unions and the Party History Research Office of the municipal Party committee. It was completed and opened on September 28, 1992. Due to the need of Chengdu Road viaduct project, the new museum was rebuilt in 1999 at No. 7, Lane 893, Chengdu North Road and reopened on September 29.

The Ministry of labor union of China issued the outline of labor law
On August 16, 1922, the Secretary Department of China's labor mix issued the outline of Labor Act. The outline requires workers to have the rights of assembly, association and strike, implement the eight hour working system, guarantee workers' minimum wage and enjoy labor insurance, and protect women workers and child labor. According to the outline, it is forbidden to employ men and women under the age of 16; it is forbidden for men and women under the age of 18 to work outside the severe, harmful health and legal working hours; the legal working hours of child labor shall not exceed; the legal working hours of child labor shall not exceed 6 hours. After the outline was released, the Secretariat of China's labor mix extensively solicited opinions.

On February 7, 1923, the Secretary Department of China's labor union issued the "report to the national workers" for the "February 7" massacre. He pointed out: Why are we oppressed like this? Why are we oppressed like no one else? It is because the state power is in the hands of warlords, and our workers have nothing but two hands and two legs to do hard work. That's why we are so arbitrarily trampled and oppressed by them. Therefore, the workers "should quickly get rid of the local opinions and the industrial opinions, form a very strong group of the working class, and then unite with the peasants, the business community, the academic community and make concerted efforts to overthrow the warlord, our common enemy, and build a real democratic republic to replace the warlord politics.".
