Hongdong county and Zhaocheng county have been fighting for Huoquan water for thousands of years. In the end, the government made a tough move: each county chose one person to earn copper money in boiling oil pan. Ten copper coins, who fished out a few, share a few springs. Zhao Chengren is famous for their bravery. They fished out seven pieces at a time and got seven shares. There is no more dispute in Hongdong. If they got three shares, they could say "three shares of flood irrigation". After liberation, the two counties merged, and the spring water was uniformly distributed. Up to now, the water dividing Pavilion, the water dividing iron pillar and the nearby hero temple still exist.

This is a couplet hanging in Huoquan water dividing Pavilion of Guangsheng temple in Hongdong. The first two words of the couplet together are Fen Shui. The couplet is very beautiful, but it contains a tragic and tragic story of Hongdong and Zhaocheng counties.

There is a Huo spring at the foot of Huo mountain. The spring is clear and sweet. Before liberation, Hongdong and Zhaocheng were two counties. For thousands of years, these two counties have been relying on Huoquan to irrigate their fields for daily drinking. This stream of water originated in Zhaocheng, but only after flowing through Hongdong can it go back to Zhaocheng. People in Hongdong and Zhaocheng counties fight each year over the use of water for irrigating farmland. According to the records of Hongdong county annals, in the Zhenguan period of Tang Dynasty, Huoquan water had been divided into three parts in the South and seven in the north. However, after the division of water, the problem of fighting between the two places could not be solved. In the Song Dynasty, Shuishi was limited and in the Ming Dynasty, Shuishi was forced. In order to solve the problem of water, the two county heads and even the governors have been removed. The fight over water is quite a headache.

One year, the two counties were fighting for water again. Someone came up with an idea. In March of this year, people from the two counties came to offer sacrifices to Mingying king, the water god. There is a traditional snack, fried Sanzi, at the temple fair of water temple. After setting up the dishes and taking out the oil pot, the court officials who came to worship King Ying of the Ming Dynasty made a speech. In order to solve the problem of fighting for water for a long time in the two counties, they decided to take copper money out of the oil pot. Zhaocheng county and Hongdong County sent representatives to participate. Ten coins were put in the oil pan to represent ten streams of water. Whoever got a few coins could get several streams of water. Zhaocheng people have always been known for their bravery. The young men sent by Zhaocheng rolled up their sleeves, put their arms into the hot oil pan and fished out seven copper coins, while the representative of Hongdong County fished out three copper coins. Huo Quanshui is still 37 points. In order to commemorate the man who made money in oil pan, people in the two counties built a temple near the water dividing pavilion to commemorate him.

Later, the stele pavilion was built. The inscriptions in the pavilion record the situation of water diversion, and the inscriptions in the tomb engrave the water diversion map. According to Li Daoyuan's shuijingzhu in the Northern Wei Dynasty, Huo water comes from Huotai mountain, and the pool is made of water, several feet deep. It is said in Zhaocheng county annals in the seventh year of Daoguang reign of the Qing Dynasty: "Huo spring originates from the mountains of Qinyuan County, flows through the South seeping beach of Yueyang, flows 80 Li, and returns to the southeast of the county at the foot of Huoshan."
