WULAGAI river is the largest inland river in Inner Mongolia Autonomous Region. It forms WULAGAI river system with several other inland rivers. It is located in the center of the famous Wuzhumuqin grassland and is the lifeline of tens of thousands of square kilometers of arid grassland and WULAGAI wetland in the north.
In 1975, during the cultural revolution, the Ulagai Agricultural Management Bureau, which was mainly composed of immigrants, occupied a large area of land in the eastern water source area of Dongwu banner and was separated from the jurisdiction of Inner Mongolia and Ximeng directly under Dongwu banner. In 1977, the WULAGAI river was cut off by the above-mentioned units to build a reservoir to raise fish, which destroyed the water resource supplement system of the arid grassland for thousands of years. In 1998, the dam of WULAGAI reservoir was destroyed by flood, resulting in grassland vegetation disaster in the lower reaches of WULAGAI River, in which 200 square kilometers of grassland were flooded, forming a large lake. In 2003, the WULAGAI reservoir was rebuilt without EIA, and the WULAGAI river was cut off. Two years later, a large area of accumulated water in the lower reaches of the reservoir evaporated and the lake dried up, of which 200 square kilometers of water eroded desertification area appeared. In 2006, WULAGAI marsh, an important national wetland, dried up and many lakes dried up, forming the source area of dust storm.
