The installed capacity of the power station is 760000 kW, the guaranteed output is 168000 kW, the annual power generation is 34176 million kwh, and the annual average utilization hours is 4496 hours. After the completion of the power station, it can undertake the peak load regulation and frequency regulation task of Southwest Power Grid and certain emergency reserve. The drainage area above the dam site of Zipingpu Water Control Project is 22662 square kilometers, accounting for 98% of the area of the upper reaches of Minjiang River. The average annual flow is 469 cubic meters per second, and the total annual runoff is 14.8 billion cubic meters, accounting for 97% of the total amount of the upper reaches of Minjiang River. The project can effectively regulate the upstream water, flood and sediment. After the completion of zipu reservoir, the flood in dry season can be increased by 775 million cubic meters, and the designed water inflow of baopingkou in dry year is 686 million cubic meters, which can basically meet the requirements of irrigation, urban industry and living environment.

Historical evolution

Dujiangyan, with a history of more than 2000 years, is famous for its dam free water diversion, automatic flood regulation, sediment discharge and irrigation. It has also benefited tens of millions of people in the irrigation area. Therefore, Sichuan has won the reputation of "land of abundance". Qingchengshan Dujiangyan was declared as a world natural and cultural heritage in 2000. However, due to the impact of the Zipingpu Water Conservancy Project on the ecological environment, it only won the world cultural heritage, but failed to enter the world natural heritage list.

On April 28, 2003, Dujiangyan administration invited leaders and experts from Sichuan Province in water conservancy, cultural relics, construction, environmental protection, planning, heritage management, etc. to conduct field investigation and demonstration. At the meeting, there was a strong voice against dam construction. However, the authority still insisted on starting the project and again organized experts to demonstrate on June 5 to seek support

Dujiangyan administration believes that the construction of the dam will solve the contradiction between annual regulation and daily regulation of water for power generation. Dujiangyan's existing function of water allocation can not be brought into full play, which will lead to serious water shortage or even water cut-off in the irrigation area. The peak shaving operation of Zipingpu Hydropower Station will lead to the ups and downs of the water from Minjiang River, which will directly scour the fish mouth and cause damage to the fish mouth and other projects, thus affecting the normal water supply of Dujiangyan. For the purpose of protecting Dujiangyan cultural relics and ensuring water supply, it is urgent to construct Yangliuhu water control project as soon as possible. If it is not built, the comprehensive benefits of Zipingpu Project can not be effectively brought into play, the huge investment can not be recovered, and a heavy burden will be borne. If Zipingpu Water conservancy project does not have the counter regulation of Yangliuhu reservoir, it will lose nearly 50 million yuan per year.

However, these "reasons" show that the demonstration of Zipingpu Reservoir was blind. When Zipingpu Reservoir was decided to be built that year, it was clear that no dam would be built near Yuzui. When Zipingpu was built, the old story was repeated. People don't understand: why must we keep an eye on the unique heritage site in the world for more than 2000 years?

Experts stressed that the characteristics of world heritage are non renewable, irreversible and extremely fragile. We can't build a power station at the expense of ancient Chinese cultural relics. Any project to be built in a world heritage site must be reported to the UNESCO World Heritage Committee. China has made great efforts to protect the precious world heritages on the land of China. 29 world heritages have been successfully declared and made a commitment to the world to strictly protect and manage China's world heritages. We should fulfill our promise and duty conscientiously. Some experts believe that world heritage sites, national nature reserves and scenic spots should be zoned as forbidden zones for engineering development. There should be no more similar problems in China.
