Zhou Ruisheng, male, born in August 1973, Han nationality, from Beijing. He joined the Communist Party of China in April 1996, graduated from the law department of Northwest University of political science and law with a bachelor's degree in July 1996, and obtained a master's degree in law from Tsinghua University in January 2005.
He is now vice president of the second intermediate people's Court of Beijing Municipality.

In order to solve the problem of litigation difficulty for special groups, we should achieve "five no pass", that is, no pass during busy farming hours, no pass for the elderly, no pass for the disabled and sick, no pass for the inconvenient transportation and no pass for the difficult life. Adopt the practice of "local trial, on-the-spot transfer, court settlement and then execution". On the basis of continuous practice and summary, we should pay attention to the extension of judicial service, and understand the ideological trends of the parties and the implementation of the effective judgment by means of return visit and on-the-spot interview, so as to consolidate the case handling effect. A trial in the countryside is a small-scale law popularization activity, which often affects the folk customs of a village. It is convenient for the masses to go to the village and the countryside to handle cases, understand the social situation and public opinion, and show more respect for the masses. At the same time, it will affect the thinking of handling cases, the way of closing cases, and even the results of substantive adjudication. In recent years, he has tried hundreds of cases on the spot, which has received good social effects and has also been praised by the grass-roots courts and higher courts. on November 27, 2019, Zhou Ruisheng was appointed Vice President of Beijing Second Intermediate People's court at the 16th meeting of the Standing Committee of the 15th Beijing Municipal People's Congress.
