Guo Wentao was born in October 1941 in Jiaohe, Hebei Province. Now he is a member of China Artists Association, vice chairman of Gansu Art Association, chairman of Lanzhou Art Association, chairman of Lanzhou Federation of literary and art circles, and vice chairman of Lanzhou CPPCC.
