In July 2022, a furniture manufacturing company in Liaoning participated in the "Furniture Procurement Project of a Bureau" and was confirmed as the winning supplier after evaluation. The inspection report provided in its bidding documents was inconsistent with the inspection report archived by the inspection agency, and the supplier engaged in illegal behavior of providing false materials to win the bid

In June 2023, a certain engineering company in Dalian was confirmed as the winning supplier in the government procurement activity of the "Upgrading and Renovation Project of a Monitoring Station" after evaluation. Two performance contracts were provided in its bidding documents, but the counterparty to the contract denied having signed the contract with the supplier. The supplier engaged in illegal behavior of providing false materials to win the bid

In September 2023, a certain trading company in Dalian was confirmed as the winning supplier in the government procurement activity of the "Equipment Procurement Project for a Certain Center" after evaluation. Subsequently, the supplier submitted a letter of abandonment to the procurement unit, stating that they had waived their qualification to win the bid. The supplier had engaged in illegal behavior of refusing to sign a government procurement contract with the procurement unit without justifiable reasons

In March 2024, a certain automobile passenger transport company in Dalian was confirmed as the winning supplier in the government procurement activity of the "Central Bus Rental Project" after evaluation. Subsequently, the supplier submitted a letter of abandonment to the procurement unit, stating that they had waived their qualification to win the bid. The supplier had engaged in illegal behavior of refusing to sign a government procurement contract with the procurement unit without justifiable reasons

According to relevant laws and regulations such as the Government Procurement Law, the finance department has imposed fines ranging from 4450 yuan to 34681.09 yuan on the above-mentioned suppliers, and listed them on the list of bad behavior records, prohibiting them from participating in government procurement activities for a certain period of time

In addition, a certain procurement agency engaged in illegal behavior of not returning the bid security deposit of the bidding supplier within the prescribed time in the "certain maintenance and renovation project" it represented in 2020.
