Jin Rongfan
Jin Rongfan was born in maicang village, Licheng city. Born in a family of poetry and books, he was intelligent and eager to learn. He read through the classics and history. He was elected in the ninth year (1744) of the reign of Emperor Qianlong of the Qing Dynasty and became a scholar in the 13th year. Li Xincai, Longmen, Qian'an county magistrate, Weizhou, Zunhua Prefecture magistrate, tired officials to Daming Prefecture magistrate. He died at the age of 58. His works include 20 volumes of Wu Shi Ji LAN, two volumes of Wu Shi Tan sou, two volumes of lvxi Yu, three volumes of even manuscripts of Yongshi and old news of Lu county.
In the 22nd year of Qianlong (1757), he was the magistrate of Xincai County in Henan Province. When he took office, he was faced with disaster. Jin rongpan personally supervised the distribution of relief food and materials, and carefully checked the information of the past generation of famine relief. Qianlong 24 years (1759), he served as Henan provincial examination room examiner, fair marking, careful criticism, won the Ministry of industry Shangshu Zhu GUI appreciation. Qianlong 30 years (1765), transferred to Longmen County, and soon transferred to Qian'an county. The Manchu bannermen in this county often have disputes with local residents because of the apportionment of officers, and the successive county magistrates have been afraid of the bannermen for a long time. When Rong fan came to office, he began to consult the files, formulated the "three banners and seven civilians" system of apportionment, made it clear, strictly enforced, and the disputes were settled.
In 1768, he was promoted to the governor of Weizhou. After taking office, he established Wenwei academy to develop local education, mobilized people to open canals and irrigate fields, and set up water conservancy. There are many mountains in the west of Weizhou. Every year, mountain torrents break out in the rainy season, and people's fields are washed away. After on-the-spot investigation and careful planning, the people were mobilized to take stones from the mountain and build a stone dam with a height of 9 feet and a length of 370 feet, which eliminated the flood and protected the people's fields. The local people called it "Jin Gong dam". In 1778, he was the magistrate of Zunhua Prefecture. In 1783, he was the magistrate of Daming Prefecture. The next year, he died of illness at the age of 58.
